Responsibilities:
This position is responsible for administrative duties in keeping records for the City of Spencer and serves as City Clerk when they are absent. He/she works closely with the City Manager, Deputy City Manager/City Clerk and Mayor in accomplishing the goals and directives of the City Council. Responsibilities include attending meetings of the City Council and keeping the official records of the proceedings. This position reports to the Deputy City Manager/City Clerk and supervises two Administrative Assistants. Duties Include: • Assist with preparing the agenda and attend all City Council meetings and bring to the attention of the Council any pending ordinances, resolutions or notices requiring action • Record each measure taken by the Council, stating where applicable whether the Mayor signed, vetoed, or took no action on the measure and what action the Council made upon the Mayor’s veto & prepare proceedings & follow up on all measures passed by the City Council • Publish notice of public hearings, elections, and other official actions as required by State and City laws • Act as secretary to record accurate & complete minutes of the City boards & commissions as assigned by the City Clerk • Riverside & North Lawn Cemetery recordkeeping • Supervise issuance of licenses and permits and accounting for fees • Maintain subdivision & Plat files • Issue rural fire contracts • Issue beer & liquor & tobacco licenses • Handle records requests for the public and staff as requested • Assist various Department Heads, Mayor and City Manager with projects as requested • Supervise the day-to-day operations & events of the City Hall office • Supervise administrative assistants • Prepare letters, correspondence and legal documents pertaining to related City matters • Other duties as assigned Experience & Skills Required • Principles and methods of public administration • The organization, functions and problems of municipal government; • Principles and methods of public finance • Ability to analyze difficult administrative problems and to develop and present sound conclusions and recommendations • Principles and practices of accounting and auditing; knowledge of municipal accounting, taxation and reports; ability to make accurate revenue estimates; ability to select, train and supervise administrative assistants • Ability to speak and write effectively • Ability to establish and maintain effective relationships with other administrators and civic groups, the press and the public • Ability to work with varied interest groups and the general public • Proficient Computer/software skills including Microsoft Office & Google Docs • Ability to read and interpret the municipal code and city ordinances • Ability to attend evening meetings required (may flex time accordingly) Educational Requirements * Graduation from an accredited college or university with emphasis in public administration preferred or equivalent experience required * Four years of administrative & leadership experience preferred * Previous Municipal or county government experience required *Iowa Certified Municipal Clerk or ability to become certified required Physical Requirements Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate effectively with others in person and over the telephone. Work Environment Work is primarily performed in an office environment; sedentary and requires sitting and/or using various computer equipment 75% of the time; and standing and/or walking 25% of the time. Frequently requires the exertion of up to 10 pounds of force, and infrequently requires the exertion of 10-50 pounds of force to lift or otherwise move objects.
