Responsibilities

Develop working relationships with local area employers through in person, virtual, email and telephone contacts. Serve the local area as the primary point of contact to employers as the Business Engagement advisor, assisting businesses with recruitment efforts, questions or concerns regarding job listings and posting requirements, labor law issues, applicant screening, etc. Advise on local job market conditions, recruitment strategies, local wage information, etc. Make referrals to other state and outside resources as appropriate. Educate businesses through in-person meetings, virtual meetings, telephone contacts and email correspondence regarding comprehensive services for employers including: no cost eclassified job ads, on-the-job training and youth work experience opportunities, Future Ready Iowa, Home Base Iowa, and WIOA system as a whole, Interview Stream, labor law/posting requirements, pre-employment assessments and applicant screening, Iowa's National Career Readiness Certificate, successful interviewing guidelines/tips, Work Opportunity Tax Credits, Federal Bonding, national labor exchange, veteran's representative/incentives, RosettaStone, and more. Create business services packets for employers. Utilize e-tools to engage businesses and potential customers. Network with employers and community organizations to determine hiring practices and staffing needs. Organize job fairs/hiring events. Promote IWD sponsored educational opportunities/seminars on human resource topics to employers. Develop employer profiles with information regarding business model, hiring practices and policies. Partner with community organizations such as chambers, regional economic development groups, Business & Industry/ECI, colleges, Community Action, and United Way to represent and market Iowa WORKS services. Draft business correspondence highlighting Iowa WORKS services to support economic development efforts in recruitment of new businesses to the local area. Conduct presentations on Iowa WORKS services at SHRM, Rotary and Kiwanis monthly meetings, Vocational Rehabilitation and State Library association conferences, and L WDB meetings. Organize and/or represent Iowa WORKS at employer events and media functions. Under the direction of the Division Administrator and Agency Communications Director, promote Iowa WORKS business services through local media sources. Partner with local area veteran's representative to conduct employer outreach and referral matching for case-managed veterans, i.e. including veteran's representative at employer meetings and lunch 'n learns, making introductions of veteran's representative to walk-in employers, including veteran's representative in recruitment strategies, preparing briefings on hot jobs/veteran-friendly employers, promoting incentives for hiring veterans to employers, and conducting follow up with employers as appropriate. Promote assessment services such as National Career Readiness Certificate and OPAC with employers and jobseekers. Counsel employers to determine appropriate pre-employment assessments. Coordinate testing with Iowa WORKS and partner staff, i.e. scheduling, process, etc. Forward results to employers. Enter results of NCRC assessments in Iowa WORKS. Manage employer job orders. Post and search employer created job listings. Write and/or edit job listings for employers, setting up qualifying criteria and conducting searches for qualified candidates. Maintain the accuracy of job orders. Conduct follow-up on staff-managed job orders to ensure accuracy and allowing the feed into Focus Careers. Ensure veteran preference standards are met. Submit employer websites for indexing. Meet with job-ready jobseekers and veterans to provide local job market information and referrals to appropriate employers. Provide follow up contact and services to jobseekers and businesses by phone, virtual, and email to determine interest/outcome or next steps. Utilize Iowa WORKS for seeker matching, tracking recruitment efforts of employers and notation of referrals/successful hires. Provide training/technical assistance for employers related to Iowa Jobs (job listing, applicant searching, etc), Interview Stream, Virtual Access Points, ONET Toolkit, etc. Provide unemployment insurance claim assistance to customers and employers. Respond to employer questions re: claims, process to protest claims, hearings, decisions, etc. Counsel claimants on benefit amounts, requirements to collect benefits, appeals, etc. Problem-solve UI claim issues. Answer incoming calls for claims issues and problems, resolving the problems and provide service in person, virtual and by phone. Provide forms for appeals. Provide wage verifications. Provide back-up services for integration teams: Welcome, Exploratory Services, Career Services. Greet customers, direct customers to workshops and appointments, gather and enter customer information in Iowa WORKS system. Conduct initial service triage to determine needed services and make appropriate referrals.

Qualifications

Minimum Qualification Requirements Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: Graduation from an accredited four-year college or university with a bachelor's degree in marketing, journalism, public relations, graphic design, communications, human resources, business, or economics and two years of full-time work experience in marketing, journalism, public relations, graphic design, communications, human resources, business, or economics. A total of six years of education and/or full-time experience (as described in number one), where 30 semester hours of accredited college or university course work in marketing, journalism, public relations, graphic design, communications, human resources, business, or economics equals one year of full-time experience.
